Rumbo a una industria tecnológica propia
Con el proyecto de ley “Que establece la política nacional para la producción y el ensamblaje de equipos eléctricos, electrónicos, electromecánicos y digitales”, el Gobierno Nacional busca transformar a Paraguay en un hub regional de producción tecnológica. La propuesta tiene como objetivo atraer inversiones nacionales y extranjeras, impulsar el ensamblaje de productos como celulares, tablets, electrodomésticos y dispositivos digitales, y fomentar la creación de empleos de calidad. El plan también apunta a diversificar la matriz productiva nacional con una apuesta por la tecnología y la industria 4.0.
Incentivos fiscales y encadenamientos locales
El proyecto propone incentivos fiscales basados en leyes vigentes como la Ley N° 6380/2019 y el régimen de Incentivos Fiscales para la Inversión de Capital, permitiendo, por ejemplo, la exoneración de aranceles aduaneros para importar partes y piezas, una tasa preferencial del IVA del 1,5%, y una reducción del 45% de la base imponible del IVA para bienes producidos localmente. Estas medidas buscan generar sinergias con proveedores locales, especialmente con pymes, y fortalecer cadenas de valor que dinamicen la economía y el empleo.
De ensamblaje básico a soberanía digital
El Ministerio de Industria y Comercio (MIC) destacó que Paraguay ya cuenta con antecedentes exitosos en el ensamblaje de bicicletas, motocicletas y camiones, que hoy emplean a más de 5.000 personas. En 2024, el régimen de maquila y la Ley 60/90 lograron atraer USD 344 millones en inversiones. Ahora, con este nuevo régimen tecnológico, el país apunta a dar un salto hacia la soberanía tecnológica, alentando al sector privado a apostar por la innovación nacional y la industrialización de bienes de alto valor agregado.
