Encuentro de alto nivel en Asunción

Una delegación uruguaya integrada por el vicepresidente de la Administración Nacional de Puertos (ANP), Constante Medinondo; la gerenta comercial de ANP, Ana Rey; la presidenta del Centro de Navegación del Uruguay (Cennave), Mónica Ageitos; el presidente del Instituto Nacional de Logística (INALOG), Jerónimo Reyes; y el representante de la Embajada de Uruguay en Paraguay, Martín Lorieto, se reunió en Asunción con directivos del Centro de Armadores Fluviales y Marítimos (CAFyM), encabezados por su presidente, Bernd Gunther.

El encuentro, que marca la reactivación de las mesas de trabajo bilaterales tras la pausa generada por el proceso electoral uruguayo, también incluyó reuniones con la Cámara Paraguaya de Exportadores, la Cámara Paraguaya de Terminales y Puertos Privados del Paraguay (CATERPPA) y la Asociación de Agentes Marítimos del Paraguay (ASAMAR).

Avances y temas resueltos

Entre los puntos destacados, Gunther informó que uno de los reclamos históricos del sector paraguayo —la limpieza de la zona de fondeo del Puerto de Montevideo— fue solucionado. Además, la ANP confirmó la renovación de la exoneración del pago de tarifas por el uso de zonas de fondeo en antepuerto para naves paraguayas, una medida que contribuirá a reducir costos logísticos y mejorar la competitividad.

No obstante, uno de los principales desafíos pendientes es la falta de capacidad de amarre en la terminal de Nueva Palmira, lo que obliga a remolcadores paraguayos a operar en puertos argentinos como Sauce, San Lorenzo o San Pedro, incrementando tiempos y costos de tránsito. “Necesitamos más puestos de amarre. Es un tema a estudiar y solucionar porque los volúmenes de carga seguirán creciendo”, advirtió Gunther, proyectando que el mineral de hierro podría superar los 8 millones de toneladas en 2025, con una previsión de 12 millones en 2026.

Agenda estratégica y próximos pasos

Las mesas de trabajo incluyeron tres bloques temáticos: asuntos regionales como la situación del kilómetro 171 del Paraná Guazú y la concesión de la Vía Navegable Troncal; la operativa del puerto de Montevideo —boyas, remolcadores, practicaje y escaneo—; y la gestión logística en Nueva Palmira, nodo estratégico para la carga paraguaya.

Gunther valoró que, a diferencia de encuentros anteriores, esta misión fue “multidisciplinaria y más representativa”, al incluir a ANP, INALOG y Cennave, lo que permitió un abordaje más integral de los temas. “Estas son acciones concretas que fomentan la integración. Sentarnos todos en una mesa y discutir los temas de forma abierta es clave para mejorar la competitividad en la Hidrovía”, destacó.

La próxima reunión está prevista para fines de agosto y contará con la presencia del presidente de la ANP, Pablo Genta, junto al equipo del Área de Comercialización, para evaluar la viabilidad de las iniciativas y los avances en el desarrollo de transbordos a través de puertos uruguayos.
